Beth Winters joined ITI in 2014 as Director, State, Local, and Education. She manages the State Procurement and Education Technology Committees, tracks state procurement legislation, and manages business development events with high-level influencers.

Prior to ITI, Ms. Winters led the lobbying engagement strategies of the Pennsylvania School Boards Association for over 8 years where she significantly diversified and grew the volume of legislation introduced, moved and enacted. Prior to this position, she served as the executive director of a nonprofit where she jumpstarted its relevance by rebranding and increasing positive exposure with state officials, corporations, and funders, expanded member services, stabilized its short-term budget, and created a long-term funding stream. 

Ms. Winters earned her law degree from The Dickinson School of Law at Penn State University and a Bachelor of Science in Public Administration from Shippensburg University.  She is a member of the bar in Pennsylvania, Maryland and the District of Columbia.
